Annual declaration workbench
Prepare and validate a declaration draft and evidence pack. Submission remains a manual action by the authorised declarant in the European Commission’s CBAM Registry.
Retain the customs record
Choose the final customs-event CSV. The workbench finds its document references, retains each source document, then writes the immutable evidence IDs into the CSV before preparation.
Use schema customs-event.v2. A source reference may be shared by several event rows.
2. Match retained documents
Attach one document for each reference found in the CSV. FastCBAM binds it to every source row using that reference.
3. Select emissions evidence
Choose a method for each active projected customs event. The actual-emissions contract requires an operator report, verification report, release calculation trace, and a supplier file or manually retrieved O3CI Registry export as JSON. Complex goods use a typed precursor-claim graph: every actual precursor needs the same four evidence objects, while an unidentified-country precursor is resolved only from the pinned corrected default and Column B benchmark. Synthetic verifier worksheets are test evidence only and do not provide accredited verification. If you already sent an external supplier request, record its reference and due date here; FastCBAM tracks it but does not send it.
4. Preserve a carbon-price claim optional
Conversion act pending
The claim and evidence will be retained and can complete the internal dossier. The engine applies zero certificate reduction until the final Article 9 conversion act is pinned; this does not block internal dossier review or locking, but the external-rule and Registry-payload readiness facts remain pending.
Review the annual declaration
Check the legal scope, aggregated quantities, embedded emissions, certificate obligation, and every blocking finding before approval.

Lock the evidence pack
Locking pins the declaration, source objects, legal factors, review files, and hashes. Later changes require a new version or superseding case.
Hand off to the CBAM Registry
Use the locked pack for a controlled rehearsal or, once the official annual entry workflow is available, customer-led manual entry. FastCBAM does not file it; official submission and controlled rehearsal remain separate outcomes.
Official submission surface
The Commission has announced 2027 submission in the CBAM Registry, but the annual entry workflow has not yet been published. Once available, open the Registry separately and use article-6-declaration-dossier.json as a preparation source, confirming every field against the official interface. FastCBAM does not generate or file an official payload.

Record the manual outcome
Rehearsal evidence only
This proves FastCBAM’s manual transfer process was exercised against the locked pack. It is not an official Registry receipt, does not mark the declaration submitted, and does not replace a later official handoff.
